NZ standards put product design inside the compliance perimeter

The Online Casino Gambling (Minimum Standards) 2026 convert consumer-protection principles into testable product behaviour. For operators and suppliers, this means compliance cannot be added as a policy document after a platform is built.

The standards came into force on 8 July 2026 and sit alongside the Online Casino Gambling Regulations 2026. Together they define the legal, technical and operational baseline expected of licensed operators.

Limits must work across the whole account

Customers must be able to reach time, deposit and spend controls easily after opening an account, including from deposit interfaces. A free-text option must allow customers to set their own amounts or durations rather than selecting only from operator-defined presets.

Where several periods operate at once, the lowest applicable limit wins. A daily deposit cap cannot be bypassed by a higher weekly allowance. Requests to increase or remove a limit must wait at least 24 hours, while a reduction should take effect without the same friction.

Breaks in play, time-outs and pop-up alerts follow the same direction: protective settings must be accessible and enforced, while changes that make them weaker are delayed.

Game behaviour is regulated

The standards require a minimum of 2.5 seconds between the beginning of a game and the point at which the next round may begin. Each round needs a separate deliberate customer action. Automatic new rounds and continuous contact that starts repeated games are not allowed.

Players must be able to track time. A full-screen application that hides the device clock must display the time of day or elapsed session time itself. Slot games must not be combined in a way that enables simultaneous play of more than one slot game.

These provisions make interface timing, state management and multi-window behaviour auditable compliance questions. A product release can therefore create regulatory exposure even when the underlying game mathematics have not changed.

Identity, location and informed decisions

Accounts must be uniquely identifiable, authentication is required at login and sensitive activities must support multi-factor authentication. Inactivity time-outs may not exceed 30 minutes.

Platforms must be available only to people located in New Zealand. Operators need reasonable methods to verify location and mitigate the use of VPNs, proxies or similar circumvention tools.

Customers must see their net position during a game, and game rules, odds and theoretical return-to-player information must remain accessible. Transactions must be traceable to an individual account, and interruptions need defined recovery or settlement outcomes.

Security becomes continuous evidence

Random-number generators must be demonstrably random, unpredictable and protected from biased mapping or secondary manipulation. Monitoring must be capable of detecting degradation or anomalies, with affected games deactivated when integrity cannot be assured.

The security requirements incorporate a wide set of controls associated with ISO/IEC 27001:2022, including access control, supplier management, cloud services, incident response, business continuity, records and privacy.

This moves evidence generation closer to day-to-day operations. Operators will need audit logs, controlled releases, incident records and clear responsibility across internal teams and external suppliers.

The commercial implication

Platforms built for jurisdictions with looser product rules may require substantial redesign. Compliance teams will need to work with UX, payments, identity, game integration, security and data engineering rather than reviewing those functions separately.

For suppliers, configurable jurisdictional controls may become a competitive advantage. For operators, the critical question is whether protections remain reliable across every surface, not whether a compliant screen exists somewhere in the account menu.
